But a second key control element also is emerging as wireless operators introduce a variety of services and applications that demand user-entitlement management.
One example: Mobile phone services designed for children that let parents apply and manage a range of usage conditions, like limiting accessible phone numbers and keeping usage time within pre-set
boundaries. Another: enforcing geographic permission boundaries associated with premium content that may be licensed only for a particular country.
To apply these entitlement functionalities, the access gateway needs to communicate with a policy server that knows and can convey rules associated with authorization and entitlement.
